"Every time the plugins are reread all entries in the admin section are duplicated - one added everytime for every reread action."
Fixed. Plugins should only install when a KTEntityNoObjects is returned.

Fixed. On setup the plugins and plugin helpers now call fixfilename which finds the correct relative paths. Fixed the ktutil function isAbsolutePath.

Fixed. Modified the function checking the absolute path. On registering the plugin helper, all back slashes are changed to forward slashes.

This retains the version number so that upgrades can work later.

Allow for plugins to be ordered, so that language plugins can set
themselves up early on, so that later plugins can translate text to the

moving of the system between filesystem paths.
