Simplified checks for empty containers and strings across the codebase using the `.empty()` method. This improves code readability and adheres to best practices for checking emptiness.

Converted multiple occurrences of `count()` to `contains()` throughout the codebase where the goal was to check key existence in containers. This improves code readability and aligns with modern C++ practices, particularly with C++20, making the intent more explicit and potentially aiding performance.

Add new private Util.hh header to define inline functions and expose as
ordinary functions in QUtil.

Move all stream-specific methods to new class qpdf::Stream

This improves indentation of long strings. This commit also fixes some
trailing whitespace in ChangeLog.

This reverts commit ff2a78f579ebdd06b417e34260a17dba06e71137, reversing
changes made to 8f54319f7a6514110f4b05cbbf1cb1c9fc8cb6a0.

changes made to 12b67a3227df6b6df3a4f5f098e11cce173ff7d5.

Temporarily disable 3 specific-bugs tests. Remove 'xref size mismatch'
test.

Also, tweak QPDF::replaceObject to allow stream replacement without
violating the requirement that streams must always be indirect objects.

Also, remove QPDF::reserveStream as it does not do what the name implies
and having this as a separate methods does not aid code readability.

Create unresolved objects only for objects in the xref table (except during
parsing of the xref table). Do not add indirect nulls into the the object
cache as the result of a cache miss during a call to getObject except
during parsing or creation/updating from JSON. To support this behaviour,
add new private methods getObjectForParser and getObjectForJSON.

As a result of this change, dangling references are treated as direct nulls
rather than indirect nulls.

Prepare for treating indirect references differently depending on whether
we are parsing a PDF file (in which case reference to objects not in the
xref table are null even if they are in the object cache) or whether parse
from user code (in which case an indirect reference can refer to a user
created object).

Throw damagedFile if max_warnings is exceeded. Change qpdf_fuzzer warnings limit to
limit to 500.

Use QPDF_Stream::writeStreamJSON.
Factor out the json_stream_data == qpdf_sj_file case.

Create an alternative to getJSON to allow an object handle to be written as JSON without the overhead of creating a JSON object.

A parse error in stream data in which stream data contained a nested
object would cause a crash because qpdf was not correctly updating its
internal state. Rework the QPDF json reactor to not be sensitive to
parse errors in this way.

JSON accepts scientific notation, but PDF doesn't.

At the end of importing a JSON file, scan the object cache for reserved
objects and replace with null objects.

Allow access to private header files when defining data members.
